1.0 TANZANIA TRADE DEVELOPMENT AUTHORITY (Tan Trade)

Tanzania Trade Development Authority (Tan Trade) was established by Act No. 4 of 2009 with overall objective of Developing and Promoting Trade both in domestic and foreign markets. Her establishment followed a repeal of the Acts of Parliament No. 15 of 1973 that created the Board of Internal Trade (BIT) which was responsible for Domestic Market Development and the Act of Parliament No.5 of 1978 that established the Board of External Trade (BET) that was responsible for Foreign Market Development. The mandates of the two defunct institutions are now vested on TanTrade which builds on the knowledge and vast experiences accumulated from the past.

CORPORATION SECRETARY - 1 POST

1.1.1  DUTIES AND RESPONSIBILITIES

Head of the Legal Unit

Ensure the implementation of the most appropriate standards of Corporate Governance.

Ensure that the Authority’s properties and interests are properly insured with reputable insurance companies that are dully registered under the Insurance Act.

Ensure that litigation and arbitration are duly attended to without undue delay and in a cost effective manner.

Ensure proper custody of the Authority’s Seal and legal documents relating to the operations of the Authority i.e., Insurance Policies, Contract Documents and deeds, Minutes and Register of Licenses, title deeds, Memorandum of Understanding and any other related documents.

Keep abreast with any new changes in Law that apply to the Authority’s operations and Programmes.

Liaison with Government Ministries, Departments, Agencies and other Institutions involved in legal matters.

Networking  with  the  Attorney  General’s  Office,  Law  Reform  Commission,

Tanganyika Law Society and other related bodies.

Draft all legal documents, regulations, briefs, orders, resolutions, and/all directions required to be issued by the Authority in accordance with its Establishment Act or any other Acts.

Interpret, review and update various legal documents such as regulations, orders, Powers of Attorney, etc. issued by the Authority or on behalf of the Authority under its Establishment Act or for the interest of the Authority.

Advise the Board of Directors and Management on legal matters and law generally.

Provide legal interpretation and legal opinions/advice.

Custodian of Board Papers, resolutions and advice the Director General on the implementation of Board’s Resolutions.

File the resolutions accordingly.

Ensure the Authority’s legal profile is maintained.

Perform any other duties as may be assigned by the Director General

1.1.2  QUALIFICATION EXPERIENCE

Master’s Degree in Law .(LLM)

Should be registered with the High Court of Tanzania as an advocate.

At least twelve (12) years proven working experience in Law,

Seven (7) of which in a senior position in a reputable organization.

Knowledge on research and research findings interpretations.

Interest and experience in Business Law.

Possession of additional Masters Degree in Business Administration is an added advantage.

1.2 TRADE POLICY, PLANNING AND FACILITATION MANAGER- 1POST

1.2.1  DUTIES AND RESPONSIBILITIES

Head of Trade Policy, Planning and Facilitation Section

Advice the Director of Research Planning and Capacity Building in formulating research and planning strategies in line with the Authority’s business strategy.

Manage all departmental plans.

Provide advice on trade policy management.

Support efforts to design and implement trade development strategies by initiating advocacy measures to stimulate both domestic and international trade.

Manage capacity building measures in order to develop and consolidate the capability of local enterprises and other business operators (SMEs) to trade locally and internationally.

Ensure coherence and complementarities between trade policy and other development policies.

Supervision of all SME development and capacity building programs of TanTrade

Provide key role in preparation of Strategic Plan and annual plans

Monitor Progress against objectives, plans and key milestones and reports accordingly

Manage economic data collection and analysis.

Provide key role in managing the general Planning sub-system of the Planning Section.

Manage preparation of position papers and policy briefs.

Manage initiative of advising the Government on when to initiate safeguard action as per relevant WTO trade remedies and on the management of the trade remedies scheme.

Manage provision of consultancy services related to sourcing of imports which are beneficial to Tanzania in terms of BoP, Product standards and value for money.

Manage activities of advising government on issues of national interest on international trade negotiations at the bilateral, regional and multilateral levels.

Manage TanTrade initiatives of advising the Government on the integration of multilateral trade rules at the bilateral, regional and multilateral levels.

Represent TanTrade in Trade Negotiations and other forums.

To recommend policy proposals, plans of action and programs on general trade issues, particularly trade liberalization and trade policy review to the Government.

Monitoring TanTrade development programmes and provision of essential assistance where and when required.

Overseeing the planning and execution of special research events which are in line with TanTrade’s strategic plan.

Measure and monitor progress towards the achievement of country programme goals, advising on re-orientation and corrective action where necessary.

Contribute to the preparation and implementation of integrated programmes for the country. And

Preparing regular and annual reports on progress related to research and development activities

1.2.2  QUALIFICATION EXPERIENCE

Master’s Degree either in Economics, Economic Policy Management, International Trade, Business Administration (Corporate Management) or equivalent from a recognized Institution.

At least twelve (12) years proven working experience with seven (7)years in a senior position in a reputable organization,

Handling trade policy, planning, research and trade facilitation affairs.

1.3 PROMOTIONAL SERVICES MANAGER- 1POST

1.3.1  DUTIES AND RESPONSIBILITIES

Manage the planning, coordination and administration of the Dar es Salaam International Trade Fair and other exhibitions.

Manage coordination of outgoing and incoming trade missions.

Manage coordination of promotion activities of Trade Fairs and exhibitions support organized by the Authority

Manage issuing of permit to exhibitions organizers.

Keep abreast of current and future client demands, world trade situation and activities within the country, and provide up-to-date relevant information to exhibitors.

Participate in the development of new technical cooperation approaches, in line with changing customer needs, specifically geared towards the needs of the business community, Trade Support Institutions (TSIs) and enterprises.

Advice business community on upcoming events (trade fairs, conferences, seminars, trade missions, etc.), and suggested next steps, to assist them to take full advantage of business opportunities.

Any other related duties as may be assigned by superior.

1.3.2  QUALIFICATIONS AND EXPERIENCE

Master’s Degree either in International Trade, International Business, International Marketing, Business Administration (Corporate Management), Economics or equivalent qualification from a recognized Institution.

Computer literacy

At least twelve (12) years of proven working experience in a senior position in a reputable organization, seven (7) of which in business/trade based organization or related field

Experience on events management organization is an added advantage

1.4 CHIEF ACCOUNTANT- 1POST

1.4.1  DUTIES AND RESPONSIBILITIES

Assist the Director of Finance and Administration in providing financial information whenever required

Assist the Director of Finance and Administration in handling investment projects of the Authority

Prepare Final accounts, budget and budget controls

Direct implementation of accounting functions by ensuring collection, classification, recording and reconciliation of accounting data

Prepare in accordance with accepted accounting principles, the consolidated annual accounts of the Authority

Initiate and recommend improvements in accounting system

Manage the internal accounting and record keeping work for the Authority

Prepare statutory statements of the Authority

Ensure remittance and returns to the Government are made timely

Provide adequate information for external audit that will safeguard the assets of the organization, check the accuracy and reliability of accounting data and encourage adherence to prescribed accounting policies

Any other relevant duties as may be assigned by the superior

1.4.2  QUALIFICATION AND EXPERIENCE

Master’s Degree either in Finance, Financial Management, Corporate Finance, Business Administration (Corporate Management) or equivalent.

Must be a holder of CPA (T), ACCA or its equivalent qualifications and registered with NBAA.

At least twelve (12) years proven working experience in senior position in a reputable organization

Possession of Project design and management skills will be added advantage

1.5 PRINCIPAL PUBLIC RELATION OFFICER – 1 POST

1.5.1  DUTIES AND RESPONSIBILITIES

Overall in charge of the Public Relations Unit

Enhance and maintain a good corporate image of the Authority with regard to trade development.

Build, manage and maintain media relations with the government and its ministries, agencies, institutions and customers.

Keep the general public informed of all relevant events and developments with regards to the Authority’s activities and programs.

Recommend new or amend procedures for obtaining and reporting information in areas where, either inadequate or not available in accordance with the needs of the Authority.

Prepare and carrying out effective programs of public relations with particular attention to different policies.

Coordinate and prepare market promotional materials/advertisements within and outside the country.

Prepare various publications such as press releases of the Authority.

Prepare press conferences and meetings

Examine and verify public opinions and advise on corrective measures

1.5.2  QUALIFICATION AND EXPERIENCE

Master’s Degree either in Journalism/Mass Communication/Public Relations, Foreign Languages or equivalent qualifications from an accredited learning institution

Fluent in Swahili and English languages.

Ability to communicate in French, Spanish, Chinese and Arabic will be added advantage.

At least ten (10) years proved working experience in related field and development in a senior position for at least seven (7) years.

Must be computer literate

1.6 MARKET RESEARCH OFFICER II – 2 POSTS

1.6.1  DUTIES AND RESPONSIBILITIES

Assist to create and sustain methods of data collection and national statistics maintenance.

Assist  Senior Researchers to conduct research programs of TanTrade.

Assist data collection, compilation and analyse research results.

Assist in preparation and dissemination of research results to clients.

Assist in constantly reviewing and interpreting correctly key marketing information.

Assist in preparing research reports.

Perform any other duties as may be assigned by the superior.

1.6.2  QUALIFICATIONS AND EXPERIENCE

Bachelor Degree either in economics, statistics, Marketing or mathematics (with a bias in quantitative methods) from a recognized learning institution.

1.7 PRINCIPAL INTERNAL AUDITOR- 1POST

1.7.1  DUTIES AND RESPONSIBILITIES

Advisor to the Director General and Board of Director on all internal control procedures within the Authority

Ensure timely preparation of work programmes for the audit of the departments and monitoring audit work to ensure efficient execution of work programmes as prepared.

Ensure that presentation and regular review of Internal Audit work programmes are strictly adhered to at all times.

Formulate and recommend short and medium term plans of the Internal Audit Section.

Keep the Director General and Board of Directors informed at all times of the progress and problems of the Internal Audit Section and the whole Authority in relation to audit work.

Set and continuously evaluate departments performance with the view of maintaining high standards and keeping the staff morale high

Assess the degree of adherence to the Authority’s policies and regulations by different departments

Manage the set up and ongoing development of the Internal Audit Section for the Authority.

Develop comprehensive audit programmes of the Authority with a view to establish adherence to established systems, procedures and regulations and ensure their accuracy

Conduct regular audits of all offices to ensure that up to date financial records are kept and that approved management and accountancy procedures are followed

Ensure that the Authority’s assets are adequately controlled, safe guarded and insured

Investigate frauds or misappropriations committed by staff.

Review audit reports with the Authority’s external auditors.

Carry out systems audit and analysis to ascertain the effectiveness of established policies, procedures and plans and where necessary recommend appropriate improvements.

Performing any other duties that may be assigned from time to time by superior.

1.7.2  QUALIFICATION AND EXPERIENCE

Master’s Degree either in Financial Management, Economics or Planning, Accounting or Management Accounting and CPA (T) or ACCA, CA, ICMA or equivalent from a recognized learning institution.

At least ten (10) years proved working experience in related field and development in a senior position for at least seven (7) years

Must be computer literate.

1.8 PRINCIPAL INFORMATION TECHNOLOGY OFFICER -1POST

1.8.1  DUTIES AND RESPONSIBILITIES

Facilitate Installation, configuration and activation of new technology and communication services;

Assist in Initiating hardware and software procurement needs and maintenance;

Advise on proper security of equipment and data by ensuring that equipment and systems are well secured;

Maintain and update website and implement various web application programs;

Coordinate development and maintenance of the Agency central Database.

Encourage introduction of new information and communication technologies services.

Test, approve inspect installation of equipment in the Organisation.

Manages and ensure connectivity with tele centres in zone offices.

Provide proposal for disposal of IT assets.

Providing technical support to staff in all systems software,

Manage the Authority’s online and offline information systems and resources.

Liaise with other institutions on IT development issues.

Supervise junior staff in IT Section.

1.8.2  QUALIFICATION AND EXPERIENCE

Master’s Degree either in Computer Science or Information Technology, Information Systems /Computer Engineering or equivalent qualifications from a recognized institution.

At least ten (10) years proved working experience in related field and development in a senior position for at least seven (7) years.

1.9 SME DEVELOPMENT OFFICER  II -2POSTS

1.9.1  DUTIES AND RESPONSIBILITIES

i. Assist in extension visit and diagnosis SMEs problems and challenges in doing business in Tanzania.

ii. Assist in analyzing results of extension surveys and problem diagnosis and prepare draft proposal for scrutiny.

iii. Assist in engaging with SMEs on selection of best fitting types of empowerment programmes to improve their productivity and growth.

iv. Assist entrepreneurs on development and project

commercialization.

v. Assist in developing training modules based on their needs.

vi. Assist in organizing training and workshops.

vii. Assist in coordinating training centres.

Assessing market intelligence systems and respond to the information requests from clients, and/or provide strategic advice to clients on doing business in the local market.

1.15 DUTIES AND RESPONSIBILITIES

Analyzing, interpreting, reviewing and dissemination of up to date trade information to relevant parties.

Supervising market intelligence system equipments and devices, including computers etc.

Collecting, managing and dissemination of tantrade information system.

Conducting and managing market intelligences.

Providing domestic and international trade related data and information.

Developing a system for collection (sources and methods), assessment, classification, generating, orderly arrangement, storage, manipulation and retrieval of useful trade information.

Managing  tantrade’s website, contents development and upload,

Provide advice to applications’ users on the effective use of database packages

1.15.1 QUALIFICATION

Bachelor Degree either in Marketing, Commerce, Business Administration, Economics from any recognized institution.

1.16 ADMINISTRATIVE ASSISTANT - 1 POST 1.16.1 DUTIES AND RESPONSIBILITIES

Provide Secretarial Service in the relevant Executive Office,

Take minutes at staff meetings,

Provide secretarial service at Meetings, Seminars etc.

Record official appointments and make sure that the officer is kept informed in time.

Deal with all appointment schedules for the relevant Executive Officer,

Handle all incoming and outgoing mails, files, faxes and E-mail messages and ensures they are properly channelled to respective destinations,

Handle all official travel related matters for the relevant Executive officer,

Coordinate secretarial functions with other departments.

1.18 SENIOR RECORDS MANAGEMENT ASSISTANT - 1 POST 1.18.1 DUTIES AND RESPONSIBILITIES

Maintain up-to-date register of files and file index books,

Give file numbers to file searchers.

Review pending correspondence and listing files required for filling.

Sort outgoing correspondence in accordance with instructions or established means of dispatch and checks dates and signature.

Assemble flimsy copies and files them for consultation to listed officers,

Weed out inactive files i.e. old closed volumes, files with torn covers etc.

Check files in the cabinet/rack periodically to ensure proper order and neatness.

Draft acknowledgement letters on matters related to mail clearing.

Supervise junior staff.

Perform any other duties as may be assigned by superior.

1.18.2 QUALIFICATIONS AND EXPERIENCE

Certificate in either Records Management, Archive Administration or related from a recognized institution. Must be Computer literate.

At least seven (7) years working experience in the relevant field from reputable organization

1.19 DRIVER GRADE II- 1 POST 1.19.1 DUTIES AND RESPONSIBILITIES

Drive the Authority’s vehicles skilfully

Maintain and keeps up-to-date log-books

Adhere to vehicles maintenance schedules

Keep motor vehicle in good running conditions and report immediately any faults and defects to supervisor

Ensure valid documents are obtained prior to commencing of any journey

Ensure safety and cleanliness of the vehicle at all times

Performs any other duties as may be assigned by superior

1.19.2 QUALIFICATIONS AND EXPERIENCE

Form IV/VI Certificate or equivalent with Trade Test III in Motor Vehicle Mechanics or equivalent and must have a valid class ‘C’ Driving License.

Must have two (2) years driving experience

2.0 COLLEGE OF BUSINESS EDUCATION (CBE)

The College of Business Education is established by Act of Parliament No. 31 of 1965. College of Business Education is a training Government Executive Agency operating ‘semi’  autonomously  and  commercially  in  providing  education  in  Accountancy, Procurement & Supplies Management and other business related disciplines.

2.1 ASSISTANT LECTURER (ACCOUNTANCY) – 1 POST (READVERTISED)

2.1.1 DUTIES AND RESPONSIBILITIES

Teaches up to NTA level 8 (Bachelor’s Degree).

Prepares learning resources for tutorial exercises.

Conducts research, seminars and case studies.

Carries out consultancy and community services under supervision.

Prepares teaching manual.

Performs any other relevant duties as assigned by supervisor.

2.1.2  QUALIFICATION

Master’s Degree in Accountancy with a GPA of 3.8 and above at undergraduate level specializing in relevant fields.

2.2 ASSISTANT LECTURER (INFORMATION COMMUNICATION TECHNOLOGY)

2.2.1 DUTIES AND RESPONSIBILITIES

Teaches up to NTA level 8 (Bachelor’s Degree).

3.0 TANZANIA PUBLIC SERVICE COLLEGE (TPSC)

The Tanzania Public Service College (TPSC) is a Government Executive Agency established in 2000 as a direct response to fill a void for a sustainable public service training institution. TPSC offers programmes that are directly linked to Government business agenda and demand driven. As the demands for the public service to offer quality services at affordable costs increase, it is imperative that the service should be staffed with competent personnel. Hence, TPSC’s core business is to develop the appropriate public service competences, which will transform the service into effective and efficient machinery that will strive to meet citizen’s needs in terms of services. Adheres to maintenance schedules;

Keeps motor vehicles in good running conditions and reports faults and defects to head of department;

Ensures that valid documents are obtained prior to commencing any journey;

Ensures safety and cleanliness of the vehicles at all times;

Performs any other duties relevant to the functions of NECTA as assigned by his/her superior.
6.12.2 QUALIFICATION AND EXPERIENCE

CSEE with Trade Test III in motor vehicle maintenance/mechanics or equivalent..
Must have a valid class ‘C’ Driving License .

At least three (3) years continuous driving experience.

Must have a certificate from a recognized driving school.

6.12.3 REMUNERATION

6.13 PERSONAL SECRETARY I - 2 POSTS (RE – ADVERTISED)

6.13.1 DUTIES AND RESPONSIBILITIES

Types letters and other documents;

Receives visitors, ascertains the nature of their business and relays information to the executive concerned;

Maintains a diary of appointments, meetings, occasions for executives and informs/reminds them before and on due date;

Handles incoming mails for personal attention of the relevant executive and ensures that information and correspondences are effectively circulated and managed;

Prepares and facilitates departmental and other meetings and processes records of the proceedings;

Ensures cleanliness of the office(s)

Performs any other duties relevant to the functions of NECTA assigned by his/her superiors.
6.13.2 QUALIFICATION AND EXPERIENCE

CSEE with credit passes in English and Kiswahili and Diploma in Secretarial Studies or equivalent qualifications from a recognized Institution with three years working experience.

6.13.3 REMUNERATION

6.14 PERSONAL SECRETARY II -1 POST (RE – ADVERTISED)
