The Government of Tanzania has decided to" establish the Tanzania Agricultural Development Bank Limited (TADB) under the provisions of the Banking and Financial Institutions Act No 5 of2006 and the Banking and Financial Institutions (Development Finance) Regulations, 2012. The bank shall have the following key objectives:
To catalyze credit delivery to the agricultural sector and thereby accelerate agricultural growth;
To lead, as an apex agricultural financing bank, in capacity building strategies and programmes to strengthen the agriculture financial value chain;
To be an important initiative in the implementation of the Government's Second-generation financial sector reforms as well as in the furtherance of the National Strategy for Growth and Reduction of Poverty for Mainland Tanzania (MKUKUTA), and Zanzibar Strategy for Growth and Reduction of Poverty (MKUZA);
To catalyze existing agro-financing activities through provision of short, medium and long-term facilities to the following institutions: commercial banks, community banks, savings and credit cooperative societies (SACCOS) and micro finance institutions (MFIs) that are active in lending to the agricultural sector;
To coordinate and monitor agriculture and rural lending activities with a view to maximizing the impact of agricultural growth by working closely with the Ministries and institutions responsible for Agriculture, Regional Administration as well as the numerous players active in this sector; ,
To assist the Government in implementing its policies on enhancing the financial sector's inclusion in the rural areas.

Senior Systems And Applications Administration Officer

REPORTS TO: ICT MANAGER
SALARY GRADE: TADB 5

NATURE AND SCOPE:
The jobholder reports to the ICT Manager. He/ She is responsible for administering computer systems and application.
He/She is also responsible for administering the integrated Information System, which includes Core
Banking application, servers, workstations and network administration points.

Key Responsibilities
To participate in coordinating development and implementation of Information Communication
Technology (ICT) Strategy in order to facilitate and support smooth operations for the Bank
To participate in advising Management on suitability of existing and future ICT software.
10 participate in ensuring that the planning and development of ICT systems is designed and carried out in an orderly, cost effective and efficient manner
To participate in. overseeing the designing and maintenance of procedures .rules and regulations for the development and application of ICT software

To participate in following up with suppliers of software
To participate in coordinating the development of an in- house database and other programmes to ensure safe custody of data and information -
To participate in coordinating programming activities including system designing, documentation of procedures, and operation of computer and peripheral equipment
To participate in advising the management on computer training needs for Bank employees
To maintain good working relationships with other divisions, departments and units;as well as external stakeholders
To undertake any other duties as assigned by the supervisor.
To establish the needs of users and monitoring application user access and security;
Monitoring performance and managing parameters to provide fast responses to front-end users;

Understands software and hardware requirements of varied departmental systems.
Ability to identify business opportunities to improve processes and achieve cost reduction through deployment of information technology.
Demonstrated ability to be the subject matter expert in supporting, maintaining, and administering complex application
Excellent problem solving/analytical skills and knowledge of analytical tools.
Ability to refine the logical design so that it can be translated into a specific data model;
installing and testing new versions of the DBMS;
Maintaining data standards, including adherence to the

Data Protection methods;
Writing database documentation, including data standards, procedures and definitions for the data dictionary (metadata);

Ensuring that storage and archiving procedures are functioning correctly;

QUALIFICATIONS, KNOWLEDGE, EXPERIENCE:
Bachelor's degree in Information and Communication
Technology.
Knowledge of Oracle Database, Application Server is a must and knowledge of Apache Tomcat and web applications is an added advantage.
Strong experience on fail over, high availability, disaster recovery, business continuance. .
Should be experienced with SQL Query Development as it relates to Relational databases.
Knowledge of Web Services and Services Oriented
Architecture is desirable.
Should demonstrate strong experience in designing, implementing, and maintaining Oracle products including Oracle Clustering and Oracle data-guard.
Possession of at least three (3) years relevant experience In iCT.
Treasury Settlements Officer
REPORTS TO: FINANCE MANAGER

NATURE AND SCOPE:
The jobholder reports to the Finance Manager.
He/She carries out treasury back office activities of the bank and ensures that deals are properly documented and captured into the bank's system. He/She advises on management of treasury/settlements risks.

Key Responsibilities
To ensure that all deals have been correctly captured in the bank's books through comparing the report of deals input against the treasury dealer's blotters at the end of the business day
To monitor the outstanding position of all clients and counterparts against approved bank limits and report any excesses.
To initiate deal confirmations in relation to the foreign exchange transactions ,of our clients and submit these to the Finance Manager for checking and sending to clients.
To check all inward confirmations against the deal record in the system.
To initiate investigation of any inward confirmations that do not agree with bank's records or for which there is no deal record and report these to the Finance Manager.
To maintain a file of outstanding unconfirmed deals and ensure that these are regularly followed up and that any disputed deals are resolved in conjunction with Treasury Dealing, the client/counterpart and the client's Relationship Manager.
To ensure that disputed deals are advised to the Finance
Manager where the bank is in error in order that the
appropriate steps can be taken to minimize the risk to the bank.
To maintain standing settlement instructions for each client or counterpart.

To initiate settlements vouchers in relation to deals that have been entered into the computer system, obtain the required approval authority and forward the vouchers to the responsible Officer for settlement.
To monitor the receipt of inward funds transfers on their due date and liaise with the Finance Manager and the client's Relationship Manager' in relation to payment delays and the application of penalty interest.
To reconcile the end of day position of Treasury Dealing to the bank's System on a daily basis and ensure that overnight limits are respected.
To reconcile all nostro accounts and investigate any unmatched items
To carry out any other duties assigned by the Finance Manager from time to time.

Principal Internal Auditor
REPORTS TO: HEAD OF INTERNAL AUDIT
NATURE AND SCOPE:
The jobholder reports to the Head of Internal Audit. He/ She is responsible for carrying out audit functions in the bank, and to oversee compliance with approved financial and operational controls.

key Responsibilities
To carry out evaluation of Risk Management, Control, and Governance processes to ensure they are functioning as intended to enable the bank achieve its objectives and goals.
To develop and implement annual risk-based audit plans to evaluate the effectiveness and efficiency of bank's internal controls.
To prepare and implement approved annual audit plans,
To take part in the preparation and implementation of internal audit manual, policies, procedures and systems,
To coordinate special audits and investigations and present audit reports to management and the Board.
To coordinate follow ups on the implementation progress status of recommendations of external auditors, BOT examiners and directions of the Board of Directors
To coordinate evaluation of internal controls and risk management systems and procedures and recommend actions for improvement
To coordinate review of audit procedures and working papers
To follow up on replies to, internal and external audit questions and verify implementation of audit recommendations.
To maintain good working relationships with other divisions, directorates and units as well as external

Master's Degree/Postgraduate qualifications in Business Administration, Accounting or Finance.
Internationally recognized professional accountancy / audit qualifications such as ACCA, CIPFA or CPA (T).
Minimum of 3 years relevant working experience in a recognized audit firm and/or banking environment at the Senior Officer level or higher.
Knowledge and skills ,in computer applications for auditing purposes,
Leadership and management skills.

Senior Legal Officer
REPORTS TO: HEAD OF LEGAL SERVICES AND BOARD
SECRETARY

NATURE AND SCOPE:
The jobholder reports to the Head of Legal Services/Board Secretary.
He/She is responsible to ensure that the bank is well advised on all legal issues involved in its operations.

Key Responsibilities
To advice the Head of Legal Services and Board Secretariat on any matters related to legal undertakings involving the bank;
To prepare, execute and register contracts and other legal documents;
To prepare documents for civil suits/litigations;
To investigate statutory registers to determine legal status of loan applications, securities held by them and borrowing capacities;
To prepare, execute, register, monitor loan documents, statutory registrations and pre-disbursement conditions;
To represent the bank in Courts of Law and Tribunals;
To assist the Head of Legal Services/Board Secretary of the bank on all matters including Board secretarial duties;
To carry out any other duties assigned by the Head of Legal Services and Board Secretary from time to time.

Minimum of 3 years' experience in a corporate law environment at Officer level or higher.
Admission as an Advocate of the High Court.
Good communication and interpersonal skills.
Computer skills.

Principal Public Relations Officer

REPORTS TO:HEAD OF CORPORATE PLANNING AND POLICY
NATURE AND SCOPE:
The jobholder reports to the Head of Corporate Planning and Policy. He/She is responsible for developing and managing the bank's publicity and image, maintenance of bank's relationships with stakeholders including customers, MDAs, funders, news media and the general public.
Key Responsibilities
To develop and manage the bank's relationships with business associates, Government Ministries/ Departments/ Agencies (MDAs), Embassies, funding sources and the general public.
To monitor local news media, analyze and review news and business events to inform management of significant developments and identify emerging issues that might impact on the bank's image.
To plan for, prepare and produce leaflets, brochures, press releases, business leaflets, and develop/ manage a website it aimed at promoting the bank's products and image.
To liaise with news media including issuance of press releases and responding to media inquiries concerning the bank.
To coordinate advertising and promotion work for the bank's products and services,
To organize and arrange news conferences, press/ publicity events, exhibitions and trade fairs,
To represent the bank and act as the spokesperson in public events,
To coordinate protocol and other logistics related to handling of bank visitors from within and outside the country,
To undertake any other duties as may be assigned by the Head of Corporate Planning and Policy or the Managing Director from time to time.

NATURE AND SCOPE:
The job holder reports to the Head of Corporate Planning and Policy. He/She is responsible to ensure that the requisite ( data and information is available to the department.
To take active part in co-ordination of development of the bank's strategy and plans.
To co-ordinate and conduct periodic reviews of implementation of plans and reporting of performance.
To co-ordinate development of performance management measurement standards i.e. indicators and targets in all functional units with respect to set objectives.
To assist in the development of performance management procedures that deliver continuous improvement in the Plan Development service.
To maintain a corporate knowledge management framework.
To prepare terms of reference and provide overall co-ordination for, work by consultants.
To coordinate and carry out research aimed at enriching the bank's knowledge and information base to facilitate implementation of its vision, mission and objectives.

Director Of Treasury and Funding
REPORTS TO: MANAGING DIRECTOR

NATURE AND SCOPE:
The jobholder reports to the Managing Director. He/ She is responsible for managing the bank's treasury activities including management of its financial resources and treasury risks as well as providing treasury services to its clients. He/ She also mobilizes funds and diversifies funding sources for the bank to achieve an acceptable rate of return on the capital of the bank.

Key Responsibilities
To set and implement the bank's treasury and funding strategies and plans.
To source low cost funds for lending and investment in accordance with the bank's developmental mandate.
To seek and manage on agency basis, funds from the Government and development partners.
To manage the money market activities of the bank.

To asses funding resources and requirements:
- Manage cash on a daily basis
- Invest excess funds
- Manage minimum requirements.

To manage treasury risks of the bank:
- Foreign exchange
- Interest rates
- Liquidity

To transact foreign exchange business with the clients and counter-parties of the bank within approved credit limits.
To ensure that the outstanding position of clients and counter-parties is updated immediately after the deal is done.
To propose treasury dealing limits for counter-party banks.
To maintain an ongoing record of all orders received from clients and other departments and ensure that orders are executed according to the instructions given.
To maintain records of the expected receipts and disbursement of funds.
To monitor the bank's cash and liquidity position on a, daily basis and ensure that treasury risk limits and local statutory reserve requirements are respected.
To manage the bank's treasury position on a day-to-day basis.
To represent the bank at the weekly Bank of Tanzania (BoT) auction of Treasury Bills.
To prepare Treasury Bills and Treasury Bonds auction bids.
To control and prepare all Assets and Liabilities Committee (ALCO) reports and returns .
To provide deposit rates for local and foreign currency deposits.
To ensure customers receive efficient and prompt service.
To actively market the banks treasury services to its customers and potential Customers. To carry out any other duties assigned by the Managing Director from time to time.

Treasury dealing qualifications.
Minimum of 10 years experience of which 5 must be in a similar post in a commercial bank or banking/financial institution.
Leadership, motivation, and people management skills.
Team player with very strong interpersonal and communication skills.
Banking computer skills.
